Pyongyang, September 30 (KCNA) -- Kim Yo Jong, department director of the Central Committee of the Workers' Party of Korea, issued the following press statement titled "Ringleaders of provocation should be prepared for paying price for the farce of their own making" on Sept. 29:

Recently, the ROK military gangsters committed another provocation against the DPRK, announcing the "investigation results" in connection with the incident of mine explosion that occurred in the southern border area.

It is too low and dirty as befitting the tribes of the ROK.

Of course, such a farce is by no means a new.

When the mine explosion in question occurred on September 21, we had already anticipated the scenario of Seoul and seen through the true intention of the conspiratorial farce being staged by the ROK military gangsters.

In conclusion, the incident is a clear farce reminiscent of the "wooden-box mine incident" which disturbed the world more than ten years ago, in consideration of the time and method of provocation.

At that time the puppet forces forcibly linked the "mine explosion incident" that occurred on the western border with the DPRK and continuously escalated the tension under the pretext of it.

What should not be overlooked is the fact that the armed gangsters of the ROK are now cooking up the groundless results and "justifying their conduct" for political and military provocation against the DPRK, openly talking about "reasonable and corresponding enforcement of measures".

How can we sit and watch their despicable act of rashly doubting anyone after exploding a mine of doubtful provenance and talking about the breach of the Armistice Agreement.

Where can we find else such an absurd, malicious and gangster-like attitude?

The rulers of Seoul including those of the "People Power Party" have already unanimously said that the withdrawn loudspeaker against the DPRK should be set up in keeping with the futile bravery of the new minister of Defense.

It is absurd that they made a conclusion about the origin of the said mine exploded in the barren land which they had never set foot for more than a half century.

It is the height of impudence that the tribes of the ROK are trying to fabricate "material evidence" for proving it after shifting the blame for the incident onto the other.

We are closely watching why the ROK military rogues need the "mine incident" at this time in connection with their extremely scandalous acts which have been witnessed repeatedly in the southern border area in recent days.

The enemies' provocative acts near the southern border area are going beyond the limit with each passing day.

As the world knows, our army has been building the barriers in the southern border area as part of the work of strengthening the border two years ago, and this is only a thorough exercise of sovereignty unrelated with any military purpose.

However, the ROK military warmongers are seriously threatening the personal safety of our soldiers through warning broadcasting and warning shots, teasing our personnel mobilized for building the border barriers about the groundless "crossing of the border".

Especially from August, the enemy has been engaged in warning broadcasting and warning shots every day.

The "crossing the border" of our soldiers touted by the ROK military is a deliberate and planned strained assertion to shift the responsibility for escalating tension on to the DPRK.

Clearly speaking, our soldiers have never crossed the border.

This is a clear cavil and a provocation.

The ROK military should think first of all about what the world will say about its inability to distinguish its own land and other's land, failing to properly distinguish the boundary which can be confirmed by the naked eye.

We will never remain a passive onlooker to the hostile acts causing great concern in the border area.

When a single bullet is hit on our land, they must be prepared for a lot.

If the ROK military gangsters fire at our soldiers carrying on the permanent project for the southern border, not warning shots, our border units will take immediate and merciless retaliate attack.

The counteraction principles against them have already been issued to the border defence units and the army of the DPRK decided to take measures to increase the tactical counterattack means in the direction of the demilitarized zone of the 21st Infantry Division of the 3rd Corps of the ROK army where the provocations are frequent in recent days.

Explicitly speaking once again, it is clear that if the frequency of malicious accusation and provocation against us in the border region are frequent and lead to an encroachment on our actual territory and military sovereignty, the rogue group will have to face a situation that has not yet been experienced.

I seriously warn you that it would be a good idea to weigh the relative advantages with reasonable thinking.

If you are going to display "bravery" with an unpopular barbarous courage, you will only face a miserable and catastrophic position.

The dramatic culmination of the farce of Seoul will never be fun and the responsibility for all consequences will be entirely for the party to the provocation. -0-
