One winter day in 1964, Chairman
The official replied that he would present a proposal a week later, because he had no idea at that moment. Then the Chairman told the official to meet teachers together with him for advice at 20:00.
That evening, the Chairman, together with the official, listened to the voices of citizens carefully on a bus, and met the workers repairing a bus to listen to their opinions. Then he returned to his office.
He called the official at dawn of the next day and handed over the proposal representing the voices of citizens in the bus and the opinions of bus repairmen.
The Chairman told the official, who was surprised to receive the proposal, that he had only written his teachers' idea, adding that those whom he met at the previous night were his most admirable teachers.
Only then, the official came to realize that the teachers whom the Chairman wanted to receive advice from were ordinary people, not a grey-haired old professor or a doctor. -0-
